AI Data Centres and Compute Governance in Australia¶

Current status — 23 July 2026
Australia does not yet have a legislated national AI data centre standard. The Australian Government published voluntary Data Centre Expectations on 23 March 2026 and announced on 15 July 2026 that it intends to legislate Australian Standards for AI covering large data centres and AI training.
National Cabinet is expected to consider the approach in August 2026, with legislation expected in early 2027. The final coverage, thresholds, duties, regulators and commencement arrangements have not been published. The announcement does not itself create new legal obligations.
Data centres are the physical infrastructure behind cloud services and modern AI. Large AI facilities can concentrate substantial demand for electricity, grid connections, cooling water, land and specialist equipment. They can also support domestic computing capacity, research, skilled employment and investment in new energy infrastructure.
The policy question is therefore broader than energy efficiency. Compute governance asks how access to large-scale computing infrastructure should be planned, monitored and governed so its benefits, costs and risks align with Australia's interests.
This page focuses on large new or expanded data centres, hyperscale facilities and large-scale AI compute centres. SafeAI-Aus does not maintain its own facility registry; the external directories below provide broader market coverage. This page is not a guide to small on-site server rooms.
Why this issue has accelerated¶
The Australian Energy Market Operator (AEMO) describes data centres as one of the fastest-growing sources of electricity demand in the National Electricity Market and Wholesale Electricity Market. As at the end of March 2026, 11 large projects above 5 MW, representing 5.4 GW of maximum demand, were progressing through the NEM transmission connection process. AEMO's 2025 assumptions projected data centre consumption reaching about 12 TWh, or 6% of grid-supplied electricity, by 2030, then about 34 TWh, or 12%, by 2050. These are planning projections rather than guaranteed outcomes.
Water demand varies significantly with facility size, cooling technology, climate and use of recycled water. Infrastructure Australia's 2026 analysis estimated that a 250 MW hyperscale facility could use 0.88-5.5 GL of water annually, depending on water-use effectiveness. Local impacts matter because demand may be concentrated in water-constrained urban or regional systems.
At the same time, well-planned facilities can:
- underwrite new electricity generation and storage
- provide some demand flexibility where non-urgent workloads can be shifted, although AEMO expects facilities overall to operate as relatively inflexible loads
- strengthen domestic access to computing capacity
- support research, start-ups and specialised technical work
- improve resilience and data sovereignty for selected Australian workloads
The outcome depends on location, design, contracts, operating behaviour and transparent coordination with infrastructure providers and communities.

The five national Data Centre Expectations¶
The March 2026 expectations apply to new or expanded developments, including co-location sites, hyperscale operations and large-scale AI compute centres. They do not apply to small edge or on-site enterprise data centres. The Government says aligned proposals will receive priority in Commonwealth regulatory assessments, but the expectations do not replace national, state, territory or local laws.

These expectations describe the Government's intended social licence for major projects. They should not be read as a complete approvals checklist or as proof that a particular development complies with applicable law.
Proposed Australian Standards for AI¶
The 15 July 2026 announcement says the future national framework will build on the Data Centre Expectations. The Government proposes legal obligations requiring large data centres to:
- underwrite their own new power supply
- pay their full share of grid connection costs
- reduce power when needed to strengthen the grid
- be as water-efficient as possible
The Government also says it will work with states and territories to ensure large data centres are built in appropriate locations and with input from local communities.
The Office of AI within the Department of the Prime Minister and Cabinet is coordinating design of the framework across government. Official material also connects the framework with AI training and copyright protection for Australian creators, but the mechanism and precise relationship between infrastructure obligations and training rules have not yet been published.
Do not confuse infrastructure standards with general AI guidance
The proposed standards do not make the Guidance for AI Adoption (AI6) or the Voluntary AI Safety Standard mandatory for every organisation using AI. AI6 remains general, non-binding governance guidance, while the announced framework is directed principally at large data centres and AI training.
State approaches¶
Victoria and South Australia have published dedicated state-level plans. NSW has published a consultation paper and is still developing its policy position. Other states and territories may address data centres through broader planning, energy, digital or investment policies without a dedicated published strategy.

Victoria: Sustainable Data Centre Action Plan¶
Victoria announced its Sustainable Data Centre Action Plan on 27 November 2025 and publishes it as a whole-of-government framework under the state's AI Mission Statement. The Victorian Government describes the plan as primarily an internal coordination framework for well-managed, efficient and sustainable sector growth.
Its five areas are:
- Coordinate infrastructure, land and connectivity information
- Support energy innovation and grid readiness
- Plan for sustainable water security and management
- Develop a skilled and future-ready workforce
- Strengthen government leadership and coordination
The action plan is focused on planning, coordination and investment certainty. It should not be read as creating standalone statutory duties for developers or replacing existing Victorian approval processes.

New South Wales: consultation and policy development¶
The NSW Government's Data Centre Consultation Paper, published in March 2026, proposes five principles for developing the state's policy position:
- Data centre investment should support a wider technology ecosystem, jobs and economic growth
- Developers and operators should fund additional infrastructure requirements so households do not bear the costs
- Facilities should use energy, water and environmental resources efficiently and sustainably
- Approval and compliance should be based on reliable and transparent data
- Planning and regulatory settings should reflect facility size, location and community needs
The consultation period has closed. The paper says feedback will inform a transparent assessment framework and updates to the NSW Government's policy position. It is therefore a policy-development document, not a final state strategy or a source of new legal duties. The NSW Planning website separately describes existing data-centre approval pathways.

South Australia: a detailed state strategy¶
South Australia's Data Centre Strategy, published in June 2026, provides a detailed state-level case study. It combines investment facilitation with proposed controls over energy, water, security and public benefit.
The strategy has six parts:
- Develop a Data Centre and AI Infrastructure Act
- Activate the Coordinator-General to coordinate and accelerate major developments
- Use a dedicated planning pathway for data centres designated as essential infrastructure
- Coordinate large-scale renewable energy development
- Secure strategic industry partnerships
- Expand AI research and commercialisation
The proposed Act would be developed through public and industry consultation. The strategy says this process will consider:
- staged approvals and coordinated assessment pathways
- matching new demand with new, firmed electricity supply
- operational adjustments for network stability
- transparency about energy use and fair allocation of network costs
- water-supply planning, efficient cooling and monitoring material changes in water use
- cybersecurity, information sharing and national-interest alignment
- local jobs, skills, supply chains and access to compute
South Australia has already activated planning mechanisms under existing state legislation, including use of the Coordinator-General and a Crown Sponsorship pathway. Those existing mechanisms should be distinguished from the proposed new Act, whose detailed obligations have not yet been drafted or enacted.

The governance questions that matter¶

| AI training | What models or workloads are supported, what data is used and what safety, security or copyright requirements apply? These details remain unresolved in the proposed national framework. |
What applies now¶
The emerging national, Victorian, NSW and South Australian approaches sit alongside existing requirements. Depending on the project, these may include planning and environmental approvals, electricity and water connection requirements, privacy, cybersecurity, foreign investment, critical-infrastructure and workplace laws. Applicability depends on the facility, entities, customers, location and services involved.
For operational environmental performance, NABERS Energy for Data Centres provides an existing Australian rating system based on measured performance. Its ratings cover IT equipment, data centre infrastructure or a whole facility, depending on who controls the equipment and supporting services. A NABERS rating is useful evidence of performance, but it does not by itself demonstrate compliance with every approval or future AI infrastructure standard.
Organisations buying cloud or AI services can also use the AI Vendor Evaluation Checklist to ask about data location, security, resilience, energy and supplier controls.
Australian data centre directories¶
No single public directory provides a definitive count of Australian data centres. Sources differ in whether they count individual buildings, campuses, cloud regions, edge facilities and proposed projects. These four sources provide complementary starting points:

Use directory listings as a starting point
Inclusion in a directory does not demonstrate planning approval, government certification, environmental performance or compliance. Verify material claims against current operator disclosures, planning records and government sources.
