Communities¶
Purpose: Preserve community voice, trusted relationships and local capability through advanced AI change
Audience: Community organisations, neighbourhood houses, libraries, schools, unions and local networks | Time: 15–20 minutes
This page focuses on the community role in preparing for advanced AI systems and possible AGI. It is not a household technology guide or a substitute for emergency-management, digital-safety or legal advice. Local councils are addressed primarily under Government & Public Institutions, but should work closely with the communities described here.
Where community leverage begins¶
A community is unlikely to encounter advanced AI as a technical system it can inspect or control. It will encounter it through a service that no longer offers meaningful human review, an information environment that becomes harder to trust or a local institution that has quietly become dependent on an external provider.
Communities do not control the training or technical containment of frontier systems. Their strongest influence is in Governance and Resilience: noticing consequences early, insisting on meaningful participation, preserving trusted relationships and keeping local capability alive. They also contribute to Alignment by bringing cultural context, lived experience and community priorities into decisions that would otherwise be made remotely.
Community leverage is local
Community voice matters even when a system is technically reliable. Technical safety does not decide whose goals it serves, who receives the benefits, which relationships should remain human or what a community is willing to trade for efficiency.
Five questions communities should be ready to answer¶
1. Where must community participation occur before deployment?¶
Prioritise decisions where an advanced system could materially affect access, rights, safety, opportunity or the character of a community. Examples include systems used in:
- essential public and community services;
- health, education, disability and aged-care settings;
- benefits, housing, employment or justice decisions;
- emergency communication and local infrastructure;
- public consultation, planning or resource allocation; and
- information systems that shape local debate or elections.
Participation should occur while options can still change—not after procurement and system design have made the decision difficult to reverse. Ask who is missing from the process, what authority participants genuinely have and how the organisation will report what changed because of their input.
2. What must remain human and contestable?¶
The question is not only whether AI can perform a task. Communities should help decide where human judgement, care, relationship or democratic responsibility is part of the value being delivered.
For consequential uses, seek clear answers to:
- Can a person explain and take responsibility for the outcome?
- Can an affected person reach a human with authority to review it?
- Is there an effective correction or appeal pathway?
- Are non-digital access and reasonable accommodation preserved?
- Is automation weakening a relationship or capability the community values?
- Can the system be withdrawn without removing the service itself?
A nominally human decision-maker is not meaningful oversight if they lack time, information, expertise or authority to disagree with the system.
3. How will communities recognise and escalate emerging harm?¶
People often encounter failures before they appear in formal reporting. Community organisations can provide early warning by recording patterns rather than relying on isolated anecdotes.
For significant incidents, record:
- what system or service was involved;
- who was affected and how;
- whether the outcome could be reviewed or corrected;
- whether similar cases are appearing across the community;
- what evidence can be retained safely and lawfully; and
- which service provider, regulator, council, elected representative or support body should receive the concern.
Do not place the full burden on individuals experiencing harm. Trusted organisations can help identify patterns, support complaints and amplify the experiences of people facing digital exclusion, disability, language barriers or insecure circumstances.
4. How will trusted communication survive an AI-mediated information crisis?¶
Advanced synthetic media, automated persuasion and platform disruption can make it harder to know what is authentic, especially during emergencies or contested public decisions.
Communities should identify in advance:
- authoritative sources for different types of emergency or public information;
- trusted local people and organisations that can relay and explain updates;
- at least one communication method that does not depend on the dominant platform;
- a process for checking consequential claims before sharing them;
- ways to reach people who are offline or use different languages or formats; and
- who will correct false information without unnecessarily amplifying it.
The goal is not to make every resident a technical investigator. It is to create a trusted pathway from authoritative information to local networks, with enough redundancy to function when one channel fails or becomes untrustworthy.
5. Which local capabilities should be preserved or strengthened?¶
Map the community functions that could weaken through excessive automation or platform dependence: local knowledge, service navigation, teaching, translation, organising, emergency communication and the ability to make decisions without an AI intermediary.
Strengthen capabilities that remain useful across many futures:
- relationships between community organisations, councils and service providers;
- local people who can translate technical or official information;
- digital and media literacy grounded in real community needs;
- non-AI procedures for essential activities;
- accessible physical places for information and coordination; and
- regular exercises that turn plans into practised capability.
Libraries, neighbourhood houses and community centres can serve as practical resilience hubs: trusted places for verified information, digital assistance, training and coordination. This role does not require them to operate community AI servers or build specialist infrastructure.
Community-controlled technology or locally hosted services may support these goals in some places, but they are not a default answer. They require sustained governance, security, maintenance, funding and skills. Start with a demonstrated community need and a credible operating model, not the technology itself.
Priority scenarios to exercise¶
Communities do not need to exercise every advanced-AI scenario equally. Start with the scenarios that most directly test democratic participation, social cohesion and local continuity.

Catastrophic Misuse and Loss of Control are primarily government, national-security and technical-response concerns. Community exercises may still test trusted communication, support for affected people and escalation during those events, without expecting local groups to manage the underlying hazard.
A simple community tabletop
Allow 60–90 minutes with a small group. Present one localised scenario, identify who is affected and which services or communication channels fail, then map the first decisions, trusted contacts and existing community assets. Finish by assigning one or two actions and a date to check progress. The exercise should strengthen real relationships and procedures, not produce a speculative prediction.
After an exercise, record what changes: an owner, relationship, contact list, communication method, escalation path, accessibility improvement or follow-up exercise.

A supporting role for households¶
Households are not expected to develop their own AGI strategies. A few practical actions support wider community resilience:
- keep critical contact details available outside a single platform;
- know the official emergency and service-information sources relevant to your area;
- pause and verify consequential claims before sharing them;
- know how to request human review of important automated decisions;
- maintain relationships with neighbours and local organisations; and
- tell a trusted organisation when a system is repeatedly harming or excluding people.
These actions are most useful when connected to community and official arrangements rather than treated as individual self-sufficiency.
